CARE Canada’s Global Programs unit is responsible for developing and managing the organization’s programs in both development and humanitarian assistance focusing on the injustice of poverty and gender inequality.
The Unit is currently seeking a Program Officer with experience in program management with exceptional skills in gender equality programming, women and youth’s rights and empowerment, agrifood systems & food security, climate change adaptation. Reporting to the Program Manager, Gender, Food and Climate Justice Programs (GFCJ), the Program Officer is responsible for supporting key components of CARE Canada’s women’s and youth rights, and climate-resilient agricultural livelihoods programing. This includes day-to-day project support relating to donor relations, compliance, sharing learning and engagement. The incumbent will work in close collaboration with team members within the GFCJ team, as well as with CARE’s Senior Gender Advisor, Senior MEAL Advisor, Senior Climate & Environment Advisor and other colleagues within the Global Programs unit and across the organization. This position requires innovation, flexibility, a strong commitment to gender equality, a collaborative approach, excellent interpersonal skills, and a strong commitment to localization and decolonization. Prior experience in gender transformative programming and/or Monitoring, Evaluation, Accountability and Learning (MEAL) will be considered as a strong asset.
The post-holder will contribute to intersectional gender analyses, strategies and plans, as well as assessing project outcomes and impact with a focus on gender equality, economic justice and resilience to climate change. The incumbent will work on a range of projects focusing on gender transformative approaches to youth engagement in agricultural food systems and associated livelihoods, financial inclusion and climate change adaptation.

The post-holder will work in close collaboration with members within the GFCJ team, with other colleagues within the Global Programs unit, as well as with colleagues in the Public Engagement unit. The project portfolio will vary as needed and may include countries in different regions and complex and conflict environments.
The post-holder must be very flexible, a self-starter, provides support, and who works well within a team, including virtually. A strong understanding and practical experience integrating gender equality is required. Knowledge of feminist programming, feminist monitoring and evaluation, participatory facilitation, and distance work with local colleagues and women’s rights organization partners in developing countries is highly desirable. Experience supporting programming funded by Global Affairs Canada and/or Mastercard Foundation would be considered a strong asset.
ABOUT YOU
- Experience working with international or local development projects (supporting project cycle management)
- Experience in monitoring and evaluation, gender analysis, gender equality activity design, results measurement and coaching
- Experience using participatory and collaborative approaches
- Experience in results based management
- A knowledge of gender equality and women’s rights programming
- Working knowledge of MS Office
- Excellent written and verbal communications skills in English (fluent)
- Bachelor’s degree in international development studies, food security, women’s studies, environment and climate change or social entrepreneurship or a related field with senior course work in gender equality, rights and international development or equivalent combination of education and work experience

- Starting Salary Range between $55,000 – $60,000.
