Consultant to support the development of a survey tool to measure the degree of compliance by Member States with CTED-related Security Council resolutions Redesigning CTED’s Survey Tools
1. Background
Operative Paragraph 17 of Security Council Resolution 2395 (2017) directs the Counter-Terrorism Committee Executive Directorate (CTED) to, inter alia, review its survey tools with a view at improving their utility to Member States for the purpose of designing technical assistance and capacity-building support. CTED, in undertaking this task, has been instructed to consider the most effective use of qualitative and quantitative data.
Amidst CTED tools is the Detailed Implementation Survey (DIS). The DIS assesses the degree of compliance by Member States with relevant Security Council resolutions. A CTED desk officer fills out the DIS. Once completed, it is submitted to the Member State under review for comments. Once the comments are received by CTED, the DIS is presented to the Counter-Terrorism Committee for approval.

2. Purpose of the Assignment
In order to implement this mandate, CTED has enlisted the support of a consultant. The primary purpose of the assignment is to help CTED in the development of a new DIS. The revised tool should accomplish the following tasks: (1) streamline the existing assessment questions, (2) draft questions to cover all Security Council resolutions within CTED’s mandate, and (3) construct a scoring system able to generate descriptive statistics.
The consultant will work in close cooperation with CTED’s legal, political, and technology officers in developing the new DIS.
3. Tasks
The consultant will be expected to conduct the following tasks:
- Develop criteria to guide the drafting of assessment questions
- Propose to CTED questions aimed at assessing with a quantitative approach the level of compliance by Member States with relevant Security Council resolutions
- Develop a coding system
- Create a weighting scheme
- Construct a scoring system
- Translate qualitative data into numerical form
4. Duration of Project
The project will be conducted from 1 September 2019 and last until 31 December 2019. The consultancy will be 10 days within the four month period.
5. Qualifications
Due to the hybrid nature of the project advanced degrees in law and political science or public policy are required. In addition, the candidate must have expertise in international law, familiarity with the interpretation of Security Council resolutions, and knowledge of counter-terrorism law, including CTED’s work. Finally, the candidate must have familiarity with quantitative and qualitative methodology. Experience quantitazing is desirable.
6. Duty Station
The consultant will preferably be based in New York, or, if remote, have efficient access to the web/internet.
